The Minister of Environment regarding:
1. Will he enact suspension of the construction work on the road while the environmental impact assessment is being prepared (which can take months)?
2. Did the Ministry’s investigation confirm that construction work (a 3-4 m widening of the road) of the a dirt road from Pionerska Chalet to the new chalet at the Rila Lakes is taking place – if yes, are these construction activities going to be stopped and will somebody be held accountable for that?
3. Has the presence of an excavator in Rila National Park, in front of the new Rila Lakes Chalet, been ascertained? Has the construction of a lift (including construction within the boundaries of Rila National Park) from Pionerska Chalet to the new Rila Lakes chalet been ascertained? If so, will the Ministry give an answer to the question whether the construction of this lift disposes of the necessary environmental impact assessments in its present parameters and route?
4. Has the private investment company been granted a concession for the Rila National Park territory which is exclusive state property?
5. Will the Minister of Environment and Waters refer these breaches to the prosecutor’s office and will the responsible officials from Sapareva Banya Municipality and the investor and construction companies be held liable, as expected if the provisions of the criminal code are to be complied with?
From the Prosecutor’s Office we expect:
1. To seek responsibility for the commitment of crime while in office, non-compliance with any authorities, damaging of a protected area and protected species and others.
2. To order the relevant state authorities to stop the illegal construction works.
From the Mayor and Deputy Mayor of Sapareva Banya Municipality we expect:
1. To apologize in public for lying that everything is legal and to think about handing in their resignations.
From the National Construction Control Directorate we expect:
1. To execute construction control with respect to illegal construction signals, to check whether all due procedures have been adhered to and all construction permits have been issued.
From the investor company we expect:
1. Information who and how allowed them to start constructing a lift within the boundaries of Rila National Park?
2. Does the company intend to build the ski resort Panichishte-The Lakes-Kabul (2/3 of which fall within the boundaries of the Park) in the same way – without permits from institutions, without public discussions, in hiding and in a hurry?
3. Do the company’s management or its offshore owners deem the territory of Rila National Park their “private property”?
