The Bulgarian state has not been controlling the concession for the ski zone Bansko in National Park Pirin for 10 years
Despite the public interest in what is happening in the National Park Pirin, the report shows that in almost during the whole period since the start of the concession in 2001 to today, the state has not monitored the developments in Bansko ski zone.
The Coalition of NGOs and civic groups "For the Nature in Bulgaria" insists again on disapproving the proposed changes in Bansko Municipality Management Plan for Pirin National Park, allowing expansion of the Bansko ski area, as well as new construction in both inside and outside the boundaries of the concession contract with "Ulen AD”
What does the Court of Auditors report says?
The report shows that in the Eco-ministry there is not a system for control of the concession, which to provide timely information about actual performance of the concession and for decision making that lead to the realization of the objectives of the concession and the public interest.
Eight years - until October 2009 - the control of the contract is not structured in accordance with the Law on Concessions and are none designated officials responsible for this process in the Eco- ministry. For 10 years - from signing the concession contract in 2001 to 2011 - there are not control rules created by the Minister of Environment and Water. The content of created after 2011 control rules is not exhaustive.
However, during 2009 - 2011 from the Regional Inspectorate of Environment and Water - Blagoevgrad a control over the concessionaire bined by the respective environmental laws was exercised. Six penalty provisions for violations under the Waste Management Act, the Water Act and Environmental Protection were issued to "Julen AD”
Between 2001 and 2011 in Bansko Municipality none officer is appointed to control in accordance with Protected Areas Act the implementation of the concession agreement with "Julen AD”
By the Bansko Municipality no control over the concession activity of "Julen" AD has been carried. The municipality is also a shareholder in "Julen" AD with about 8% of the shares.
Coalition "For the nature" will request (under the Access to Public Information Act) the supporting documentation for the work of the Ministry of Environment and Water in relation to the concession Bansko ski zone in Pirin National Park.
