A recent example was the emergence of an organization announcing that the problem of the damage and destruction observed near the Seven Rila Lakes was not due to the ten-fold increase in the number of visitors, facilitated by the establishment of an illegal lift, but instead was due to the lack of waste bins and toilets. The same organization now wants to create a "green board" for Karadere.
Coalition “Let Nature Remain in Bulgaria” urges once more that construction in protected areas included in Natura 2000 is banned in habitats 2 km from the sea shore (zones A and B along the Black Sea coast). This measure will protect not only Karadere, but other areas like Irakli, Strandja National Park, and Kamen Briag, along with other pristine areas along the coast.
Coalition “Let Nature Remain in Bulgaria” urges the Bulgarian State and the investor in Karadere to publish more information about the intent and memorandum of construction. The Coalition urges Byala County to publish the master building plan of the municipality and the detailed building plan of the North region of Byala County.
The Coalition would also like to remind the public that only a year ago representatives of the current government were advocating for the protection of specific sites along the Black Sea coast (including Karadere). At that time, they were in opposition to the previous government.
Coalition "Let Nature Remain in Bulgaria" has monitored and fought against disturbances in protected areas in Bulgaria for years - including Irakli, Vitosha, Rila, Pirin, Bulgarka. Their experience shows, however, that the Bulgarian State is desperately trying to limit the influence of NGOs like “Let Nature Remain in Bulgaria”, by changing the Spatial development act of Bulgaria, and also trying to stop the possibilities to challenge development plans that damage protected areas.
What is more, rather than protecting the public interest, the state institutions choose not to respect the Bulgarian laws in favor of offshore investors. Examples are the ineffective government action on all complaints against illegal construction in National Park Pirin and Vitosha Mountain, the Seven Rila Lakes, as well as the concealment of unlawful deals with public lands and land-swapping of state forests, the sale of dunes and others. These deals have not been sanctioned to this day, recalls Coalition "Let Nature Remain in Bulgaria."
Despite the presence of "green boards", while the Bulgarian state is still woven from corruption, and dependent on oligarchic and offshore interests, the proper protection of the environment is not possible with mere civilized administrative tools.
The same way in which the International Monetary Fund operates to guarantee the financial stability in Bulgaria, there should be a green board that will guarantee the strict compliance with environmental laws and legislation.
The formation of 'green board' by Karadere’s investor is meant to deceive society
