The changes are a result of collective efforts of project partners “For Balkana and for people”, financed by the Bulgarian-Swiss Cooperation Programme, “Bioselena” Foundation, Bulgarian Society for the Protection of Birds, Ministry of Agriculture and Food, Bulgarian Food Safety Agency. In the Ordinance was used Swiss experience.
This is the second change of the ordinance. The work on changes took almost 18 months. There were translated more than 200 pages of legal documents from France, Austria and Switzerland, which served as a basis for comparison. There were changed two more accompanying ordinances – Ordinance 44 (for registration of livestock holdings), that permitted raising several species. Ordinance 4 was also changed and for small farms (up to 10 cows) was made an exception not to be required refrigeration bath for milk storage.

One of the most frequent criticisms to Ordinance 26 is that it is not in small farms interest. The criticisms are unfounded, because Ordinance 26 is an ordinance for direct supplying of small quantities of raw materials and food. Ordinance 26 is not an ordinance for small farms. This means that under this Ordinance there may be registered both small and large farms, as long as there observed the restriction in the quantities that the ordinance requires. Maybe it’d be better to start working on the creation of Ordinance 27, which to be addressed to the smallest farms, says Stoilko Apostolov from “Bioselena”.
