Call for the rescue of “Coral”
The last undestroyed parts of our Black Sea are being covered with concrete, on the basis of construction documents full with dozens of defects and unclear clauses, but confirmed with a court order:

1. Construction permits are being issued with the “help” of projects, approved by the chief architect at municipality of Tsarevo. Same permits at the date of issue have lost legal effect!

2. Opportunities to provide possibilities to join authorized constructions with common networks and facilities of the technical infrastructure are completely overlooked!

3. The environmental law and required legal procedures are being disregarded or directly manipulated! Bounded by unwieldy legislation the National Construction Control Directorate and Ministry of Regional Development and Public Works are repeatedly forced to appeal construction documents, to warn with unprecedented letters and stop the building at point, where nature is already damaged just because the building process has been legalized and the relative authorities can’t undertake the necessary actions. This is used deliberately by the local authority, which actually scorns society and superior instances!
This acts as demotivation to state itself, which already often lacks strength of will, but it doesn’t discourage us, the citizens of Bulgaria!

We appeal to all stakeholders, interested in justice, with a call. We appeal also to you, Mayor! The resignation is a dignified solution. Perhaps the only decent thing that we will experience, because the municipality didn’t see any good! But before this we demand to remove concrete to the last “ecological” dust.

We appeal to the investigating and prosecuting authorities for detailed investigation of all corruption, related to the issuing and approval of construction documents – from municipality of Tzarevo to the responsible institutions Ministry of Regional Development and Public Works and Ministry of Environment and Water of Bulgaria, because these practices obviously exist! We call upon The State Agency for National Security and Ministry of Interior to fully investigate municipality of Tzarevo and all figures related to it, in view to issuing illegal building permissions at the first line of the sea - this includes also suspicious people and entities and their properties, which are strategic border of the Republic of Bulgaria.

We insist on IMMEDIATE RESIGNATION AND/OR DISMISSAL, as well as criminal charges of the following people, who in recent years have taken acts in the destruction and mutilation of our nature and have violated certain laws, because of this defrauded the state and its citizens:

Georgi Lapchev – Mayor of Tzarevo – for countless illegally issued building permits
Chief Architects at Tzarevo municipality for period of 2013 to May 2015
Mariya Vasileva – deputy mayor in Lozenetz village – for carrying out illegal construction and its concealment during May 2014
Mihail Mihailov – Director of Directorate “National Nature Protection Service” – lack of response for two years on the announcement of a new protected area at camping “Coral”
Petko Aranudov – former Mayor of Tzarevo – for dozens of illegal building permits, which have been issued during his mandate
Dimitar Aleksiev – former chief architect of the municipality of Tsarevo – the issue of countless illegal building permits

We urge all these people to be released from the positions they occupy, and an investigation against them to be conducted with the full force and rigor of law. We will be unforgiveable to any cover up and concealing of all problems of state institutions.

Besides the search for a liability from the biggest culprits for the destruction of the last undeveloped beaches and dunes, we urge the National Assembly to adopt emergency measures to rescue our Black Sea from the concrete:

1. In the law on the Black Sea coast, to be adopted limitation period of 10 years for all unrealized detailed master plans, in order to get rid of the previous “mafia” century and to stop all illegal constructions from last century from “going out of the dusty closets” of municipalities.

2. In the law on Spatial Planning to suspend common and detailed master plans, also building permitions, which were adopted without mandatory evaluations for environmental protection and biodiversity. The main problematic areas on the Bulgarian Black Sea Coast are situated in municipalities, in which common and detailed master plans were adopted by violation of law, without mandatory evaluations – such areas are Dolni Tschiflik (Kamchia Sands and Shkorpilovtsi), Tsarevo (Coral, South and Sinemorets), Byala (Karadere), Nessebar (Irakli, dunes of Sunny Beach and Nessebar).
3. The Law on Spatial Planning to provide access to justice in spatial planning issues pursuant to Art. 9; para. 3 of the Aarhus Convention, which is to enable citizens and environmental organization to appeal CCP and UDCP and permits for constructions, in cases where they were adopted without mandatory evaluations for environmental protection and biodiversity. Lack of contestability of the development plans and permits is said to “protect the stability of these Acts”, but the cases at Black Sea Coast show, that the law is protecting only the stability of lawlessness, corruption and misdeeds. Concrete is not the greatest value nor of the 21st century, neither of Bulgaria.

Apart of this, we insist that the Ministry of Regional Development and Public Works publishes a list of the lands, in which was made mapping of sites, according to Art. 6 from the Law on the Organization of the Black Sea coast (beaches, dunes, coastal lakes, estuaries, etc.), including these sites that are still not mapped.
