The Government announces new marine protected areas, but again forgets about “Lower Rila” areas

Sofia, October 31, 2013 - Coalition of NGOs and civic groups “Let the NATURE remain in Bulgaria” welcomes the widening of the Natura 2000 network in its aquatic part, approved yesterday by the Council of Ministers. The announcement of the marine protected areas is part of the obligation of each EU member state on the Habitats Directive and a chance to preserve a number of aquatic species in the Black Sea, where protected areas are fully missing.
Institutions, citizens and the European Commission are unanimous: “Ploughing up the riverbed of Vaya River in Irakli and the building of a dike has led to the destruction of riparian habitat in the region.

On 23.10.2013 representatives of the European Commission, Burgas Regional Inspectorate, Ministry of Environment and Water, civic group “Let's save Irakli“, “Green Advocates”, local owners, Wildlife Society “Balkans” and the Bulgarian Biodiversity Foundation held a field inspection in connection with the complaint of environmentalists and environmental organizations because of the destruction of the Vaya River and the riparian habitat. Such examination on field by the European Commission, based on a submitted
complaint by a Member state of the European Union, is a precedent.

The latter belongs to the protected area of Kaliakra, part of the European

Sofia, 22 October 2013 – The coalition of NGOs and civil groups "Let the Nature Remain in Bulgaria" received a copy of a letter, signed by the mayors of several municipalities in South-Western Bulgaria. It requests from the Parliament and the Government to breach a number of European directives, related to the protection of the environment. Their objective is to ensure an opportunity for bypassing the rules, in order to build without any control ski-runs, golf courses and spa centres in their municipalities.
The Future Directors of Regional Structures of the Environmental Ministry May Be Suspected of Protecting Dubious Interests

Sofia, 17 October 2013 – The deadline for the submission of documents for the competitions for the positions of the directors of the regional structures the Ministry of Environment and Waters (МЕW) has expired.

The coalition of NGOs and civil groups "Let the Nature Remain in Bulgaria" reminds that all the directors of the regional structures of the Ministry of Environment and Waters – the regional environment and waters inspectorates, the basin directorates and the directorates of the national parks, were discharged by virtue of art. 19а, para. 2 of the Administration Act.
Facts contradicting to the statements of uncertainties in the concession of Bansko Ski Zone

The coalition “For the nature” presented on a press conference of the Bulgarian News Agency facts and documents which deny all the speculations about uncertainties in the concession of Bansko Ski Zone in Pirin National Park. After in 2011 the Ministry of Environment and Water (MOEW) found that for the construction of the ski zone 65 ha more of the approved concession area are constructed and exploited, today, three years later, a third subsequent government justifies its impotence to confront the intruders and to quit the concession contract with uncouth statements of uncertainties and inaccuracies in the contract. Instead of providing control and prosecuting the intruders, the Government publicly shows its support for expanding the ski-zones in Pirin National Park.
That is why environmentalists insist on the Government prosecuting the intruders for the misappropriation and destruction of certain areas of Pirin National Park, instead if hiding behind several unconscionable statements:

The coalition For the Nature alerted the BTA press conference that ancient beech forests are being destroyed, also threatening rare bird species, against the Biodiversity Conservation Act at the Sinite Kamani National Park. The coalition has informed the Ministry for the Environment and the Forestry Agency about intensive forest clearance in the Park, seriously affecting the habitats of rare and threatened species such as Semicollared Flycatcher; Red-breasted Flycatcher; White-backed Woodpecker; Black woodpecker; Eastern Imperial Eagle and others. Nature conservationists are offering specific steps to improve the administration of national parks and nature conservation within them.

Violations were found in subsections 368,384, and others, where loggings were conducted in the last year. Experts from the coalition have found logging of unmarked trees and of trees with fake marks. This type of irregularities lead to a clear-cutting above the amount, stipulated in the logging permit and to a change of the logging type. It has been highlighted by environmentalist that this is a clear violation of the Forest Act and can be qualified as a crime under the Criminal Code.

The national Ombudsman -Konstantin Penchev sent another letter to the Mayor, the President of the Municipal Council and Municipal Governor of Stara Zagora in which the irregularities in the case " Bedechka” are listed. The text of the letter is included below. The reason for the letter is the municipal session on September 26, where the amendment of the already controversial urban plan for the development in the park area will be discussed. With the amendment in question the terrains for landscaping and playgrounds can be used for development.

For the Nature in Bulgaria Coalition addresses the Government with the question why six months after publication of the report of the National Audit Office about violations at Bansko ski-zone, there are still no real actions by the institutions? The coalition of non-government organizations and civic groups "Let the NATURE Remain in Bulgaria" supports all acts of preservation of the last remaining wildlife locations across the Black Sea, but insists that the orders regarding the Black Sea protected areas, as defined in the NATURA 2000 European Environment Network, be published before proceeding to unite these areas into a single national natural park.
