In a letter to Aarhus from January MoEW denies the problem with LSP to the Aarhus Convention

In the attached document you can read the letter of the Ministry of Environment and Water of Bulgaria (MoEW), sent on 5 January 2015, in response to another solution to the Aarhus Convention of 2014, which found non-compliance. According to MoEW a problem in the Bulgarian Law on Spatial Planning does not exist in order that it includes procedures for coordination with national environmental legislation (PAA, EPA and BDA) and coordination of these procedures provides to citizens access to justice in environmental issues - missing, according to the findings of the Aarhus Convention. It points out that these procedures have not only environmental, but also socio-economic importance and provide timely utilization of resources for Bulgaria, under the Structural Funds and therefore "should not be considered one-sided." The letter of the Minister Ivelina Vasileva also argues that "the lack of direct access of citizens, including environmental organizations, to appeal procedures of the development plans and building permits are fully offset by effective control over construction in Bulgaria."

On 22 December 2014 the coalition of non-governmental organizations and civil groups “Let Nature Remain in Bulgaria” and the platforms for debate and participation “Transparent Mountains” and “Green Laws” organized a media conference during which they clarified the law violations connected with the new management plan of National Park “Pirin”. In view of abiding by national and international laws, the conservationists demanded that the proposed scheme for a Management plan for NP “Pirin” be re-examined and that the current public order be suspended until an environmental impact assessment and compatibility assessment have been executioned.

The coalition of NGOs and citizens’ groups “For the nature in Bulgaria”is strongly concerned with the insolence of the project for the new Management plan of National park Pirin. In the argumentation are used Project work outs which are not approved by the country’s legislation, such as ”The conception for development of touristic and resort localization – Bansko- Razlog-Predel-Dobriniste – 2014” which foresees tracing up 333 km of ski paths and 113 km lift facilities are used as part of the project argumentation. It is a disgrace. The fact that the timber extraction on the territory of the National park Pirin could increase up to 28 times is outrageous! The latter raises suspicions towards the objectivity of the company “Proles engineering” Ltd which elaborates the new plan and provides opportunity for further destroying and construction works within the National park.

Let Nature Remain in Bulgaria non-governmental organizations coalition welcomes the decision of Administrative Court Burgas from October 7th 2014. This decision revokes the license from the Regional Inspectorate of the Environment and Waters-Burgas for building up the dunes in Nesebar. The case with the property of SLE Group became notorious two years ago.
WWF presents an exhibition of children works, inspired by the Black Sea Box
On November 20, 2014 from 14:00 in the hall Leventis at the Natural Science museum on 1, Tsar Osvoboditel Boulevard in Sofia, an exhibition will be set up of children works by students from all over Bulgaria, who participated in the competition with topic Black Sea, organized by WWF in the summer of 2014. The exhibition can be visited from 10:00 to 17:00 on working days, starting November 20 till December 31, 2014.

Dimitar Vassilev–Vellin, conceptual creator of BlueLink.net and cofounder of the network on behalf of ECO-CLUB 2000, was given the award “Activist of the year” at this year’s awards for biodiversity. “There were 14 nominations in this category, and it was very hard to choose,” says the web site of the awards presented by Bulgarian Biodiversity Foundation (BBF). The jury had to choose among 14 nominated persons who had contributed exceptionally to nature protection, and it chose Dimitar Vassilev – Velin for his entire mission of many years of inspiring hundreds of people to be active citizens and to defend their position, BBF announced.

The annual biodiversity protection awards 2014 were presented on October 28 in European Commission Representation Hall.

During the period 03-05.11.2014 the village of Socolitza hosted the “Training for NGO representatives for work with spatial data and its utilization for the needs of monitoring of the territorial development”. The training is part of Project BG05/586 „GIS: Green Citizens, Information Systems, Saved Nature “, implemented by the Bulgarian Biodiversity Foundation in partnership with the Norwegian Environment Agency and the financial support of the NGO Program in Bulgaria under the European Economic Area Financial Mechanism 2009-2014.

The story of the vulture Varshets is extremely unusual. The bird arrived in Bulgaria as an adult after it was saved from… drowning! The female vulture was found in the river Kadis, Spain in September 2013, but was pulled out and recovered in a local rescue centre. In November last year, the bird was sent to us, in order to become part of the family of the project “The Return of Vultures to Bulgaria LIFE08 NAT/BG/278. Here the female vulture received its wings marks and a ring – K77, and then it was accommodated in the bird house for adaptation of griffon vultures by the village of Dolno Ozirovo, Montana region.

Expert of Green Balkans took part at the Eighth European meeting of the countries which ratified the Ramsar Convention for conservation of the wetlands. The awarded second prize for the video clip “Pomorie – the wild lagoon” was a great recognition for the natural wealth of the Pomorie Lake and the work of Green Balkans. The clip was awarded at the competition for video clips and movies during the international forum.

On 16th-19th October 2014 a youth exchange took place under the motto “Green activities” between pupils from “”Ivan Vazov High School in the town of Pomorie and their peers from the region of Karklaleri, Turkey. Within four days the youths get acquainted with the manners and customs in Turkey. The youth exchange took place in the educational centre for Strandja in the village of Derekioy.
